The best defence is prevention. Border Force assesses whether an “effective system” of safeguards compliant with the Carriers' Liability Regulations 2002 was in place.
Vehicle security checklist
- Check and secure tarpaulins, cords, padlocks and TIR-cord before entering the port.
- Check the vehicle after every stop (car park, ferry queue).
- Document the checks - date, time, place, driver's signature, photographs.
- Verify seals and any signs of unauthorised access.
- Train drivers on the procedure and on responding to incidents.
Civil Penalty Accreditation Scheme
A voluntary Border Force accreditation programme. Membership confirms that the required system of safeguards is in place and is a circumstance that reduces any penalty.
Tip
Putting in place a simple but consistently documented checklist is the cheapest way to reduce the risk and future penalties.
